Determine the flight for import, start the import operation after the plane lands.

I. First, provide notice of arrival, duplicate bill of lading and letter of introduction in exchange for the bill.

II. Prepare the documents needed by customs declaration:

1. Essential documents: packing list, invoice, contract in one copy, one copy of authorization letter for customs declaration and one copy of authorization letter for inspection application.
2. For the goods needing statutory inspection, inspectionapplication shall be carried out first, the customs declaration form can only be entered after obtaining the “Clearance Form”.
3. For the goods imported from EU, US, South Korea and Japan, there shall be PICC mark on the packing box if it is wooden packing box, and wood packing material inspection shall be carried out after customs release.
4. All the certificates stipulated in duty regulations (such as import license, electromechanical certificate, important industrial product certificate, endangerment certificate, inspection and quarantine certificate).
5. Duty reduction or exemption proof manual shall be provided if there is duty reduction or exemption manual.
6. Written description of declaration elements.

III. The customer shall provide relevant price proofs if needed by customs valuation after import declaration, such as letter of credit, insurance policy, original invoice, invitation for bid and other documents required by customs.

IV. After the duty list is printed by customs, the customer shall pay the duties within 15 working days. Beyond the deadline, the customs will charge overdue fine on a day-to-day basis.

V. After the customs examination and release, the wood packing materials shall be inspected, after the inspection, the goods can be delivered.

In addition: customs declaration must be carried out within fourteen days after the goods’ arrival at port. Beyond the deadline, the customs will charge delayed declaration fee (five ten thousandths of the value of goods) on a day-to-day basis; after three months beyond the deadline, the goods will be sold by customs as unclaimed goods!!
Sea Import Customs Declaration

Import customs declaration is an important part of foreign trading import and export processes and is one of necessary links for performing the customs entry procedure.

Import customs declaration means the process of handling with the entry procedure of goods, articles or transportation equipments and relevant customs affairs with the customs by the consignee or consignor of imported goods, the responsible person of entered transportation equipments, the owner of entered articles or their agents, including declaration to customs, submission of bills and certificates, payment of customs duties and receiving the customs’ supervision and inspection, etc.

For import customs declaration, the customs code, i.e. HS code shall be determined first; customs code is 10 digits, HS is like the goods’ identity card, each kind (category) of goods have their own customs code. Besides, the following documents shall be submitted when the importer is declaring to the customs: declaration form of imported goods, invoice of goods, packing list of goods, bill of lading, trade contract, certificate of origin of goods and other relevant documents.

Import customs declaration deadline is for the consignee or his agent to declare to the customs within 14 days after the reporting of entry of transportation equipment; for the imported goods in transit, besides the customs declaration at the place of entry within 14 days, the customs declaration at the place of designation shall also be carried out within 14 days after the arrival of transportation equipment carrying the imported goods at the place of designation; beyond this deadline, the customs will charge delayed declaration fee.
